Annexing El Jardin Heights. Redundant?

One of the more interesting (and protested) agenda items from last week's City Commission meeting was the Engineering Department's proposal to annex a relatively small, but significant, part of El Jardin Heights. J. Noel Espinoza covers it in today's Herald.
“The main benefit (of annexation) is that they (residents) would have zoning control,” Medina said. “They would be able to preserve under a more natural habitat.”
My question being: doesn't the County already have a zoning mechanism in place for unincorporated areas?

Edit: A knowledgeable reader writes:
The County has no zoning. [the area in question] ...as it stands today without annexation, could have a junk yard, a rubber tire dump, or a pig slaughter house on its north and east side boundaries. Considering the homes that are going up in that area and the beautiful Resaca property, it would be nice to have zoning control over that entire area as well as the entire donut hole that is not a part of the City. Ben Medina is right on point.
